ARTICLE 1 - EARLY CHILDHOOD EDUCATION,
PREVENTION, SELF-SUFFICIENCY AND LIFELONG LEARNING

Modifying certain
provisions relating to charter schools early childhood
health and developmental
screening, development screening program information and federal, state and
local requirements; modifying the membership and duties of the state advisory
council on early childhood education and care; requiring recommendations on the
creation and implementation of a statewide school readiness report card;
modifying school readiness, program fees, program requirements and eligibility
criteria and the use of general education revenue for school readiness
programs

ARTICLE 2 - CHILD CARE

Modifying certain verification factors and
eligibility requirements regarding child care assistance programs; appropriating
money to the commissioner of human services to provide statewide childcare
provider training, coaching, consultation and support to prepare for the
voluntary quality rating system; requiring the commissioner to implement changes
relating to child care assistance redetermination of eligibility and information
verification
