to enter into an agreement with the secretary of the federal department of
homeland security to develop an enhanced Minnesota drivers license and an
enhanced Minnesota identification card; defining enhanced drivers license and
enhanced identification card; specifying individuals not eligible for enhanced
drivers licenses; prohibiting employers from requiring an employee to apply for
an enhanced drivers license as a condition of employment; specifying application
format, fees and application content; establishing certain application
limitation provisions for enhanced drivers licenses and identification cards
establishing certain security measures for enhanced drivers license and enhanced
