county; prohibiting the county from acquiring camp property by eminent domain;
exempting the property from the property tax; designating the property as a
legal conforming use for county zoning controls purposes, authorizing
improvements under terms of planned unit development permits; prohibiting the
county from restricting access to the property; excluding the camp from the
metropolitan council regional recreational open space system; specifying certain
duties of the camp relating to the development and promotion of features and
amenities for disabled veterans, sale of the property and use of campsites,
cabins and parking spots
