3E Relating to data practices; classifying individual personal e-mail addresses
and telephone numbers collected by government entities for notification purposes
as private data on individuals and allowing data sharing among government
entities; expanding crime prevention program security information to include
mail and e-mail addresses, other digital addresses, internet communication
services accounts information, and global positioning system (GPS) locations and
classifying data as general nonpublic data; classifying newborn screening
activities conducted by the department of health; clarifying the definition of
public data relating to employee data for settlement purposes; making certain
technical and clarifying changes to certain property tax provisions; specifying
certain department of administration data on individuals with disabilities as
private data; classifying certain construction manager and general contractor
contract data; classifying certain data collected from or provided by
applicants, users, and customers of transit services in the metropolitan area;
providing for the treatment of biological specimens and health data held by the
department of health and health boards; requiring an inventory of biological
specimens, registries, health data, and databases; extending the expiration date
of and classifying certain data collected by the newborn hearing screening
advisory committee and requiring a legislative report; classifying data under
the early hearing detection and intervention (EHDI) program, expanding
notification and information requirements and providing for data retention and
destruction of hearing screening and rescreening test results; authorizing the
department of public safety to permit county medical examiners and coroners to
use license and identification card photographs under certain conditions;
requiring the department of corrections to establish and implement data practice
audit requirements for authorized user compliance; allowing the commissioner of
corrections to use data for case planning for preprobation and postprobation
employment offender tracking; making certain technical and clarifying changes to
certain property tax provisions and modifying the classification of certain
data; authorizing certain access to the criminal justice data secure
communications network; providing minimum standards for criminal justice
agencies access to the criminal justice data communication network; authorizing
law enforcement agencies to conduct criminal history checks of individuals
applying for employment or licensure with a city or county; requiring background
checks to be performed on all fire department job applicants and current
employees; prescribing background check process; specifying background checks
for persons applying for licenses to possess explosives or blasting agents;
requiring background checks for persons applying for a retail liquor license;
providing access to detention and corrections data for domestic fatality review
teams; requiring schools to inform parents and guardians of incidents in school
facilities having the possibility of child maltreatment consideration; requiring
an evaluation of the newborn screening program; requiring the destruction of
certain mileage-based user fee data; repealing the McGruff safe house
program
