safety, maintenance and preservation as a primary priority; requiring certain
modifications in the statewide multimodal transportation plan (formerly state
transportation plan) and requiring a statewide highway 20-year capital
investment plan; fixed guideway transit and rail line capital projects requests
and legislative reporting requirements establishment; requiring a report on
organizational structure and internal procedure and practice changes and an
anticipated budget
