Modifying and making permanent the environmental improvement pilot program;
defining environmental management system and regulated material; authorizing
regulated entities to use various audit forms; modifying certain qualifications
to participate in the program, eliminating self evaluations; providing for
environmental audit program pollution prevention plans to eliminate or reduce
the generation or release of regulated materials, specifying content
requirements; modifying certain enforcement provisions; changing the green star
emblem to the green star award; modifying a certain provision providing for
access to certain documents; repealing the definition of pollution prevention, a
certain provision providing for the survival of rights and protections and a
certain obsolete reporting requirement of the commissioner of the pollution
