3E Modifying certain duties and procedures of the Minnesota sesquicentennial
commission; requiring the commission to make activities celebrating the state of
Minnesota sesquicentennial as energy efficient as practicable; eliminating the
requirement for capital improvements; specifying certain powers of the
commission; authorizing and providing for meetings conducted by telephone or
other electronic means under certain conditions
