1E Providing a process for the construction, financing and long term use of a
new ballpark as a venue for major league baseball; requiring location in the
city of Minneapolis; establishing the Minnesota ballpark authority to acquire
all land, air rights and other interest in real property needed for construction
and operation of the ballpark and related facilities; providing for the
authority to be governed by a commission, specifying composition of the
commission; prescribing powers of the authority; enumerating criteria and
conditions of the authority, authorizing Hennepin county to by resolution issue
bonds and make grants to the authority for ballpark development and
construction, public infrastructure, reserves for capital improvements,
operating expenses and other purposes; authorizing the county to impose a sales
and use tax; authorizing the metropolitan sports facilities commission to by
resolution provide technical, professional and financial assistance for the
development of the ballpark; authorizing the Hennepin county regional railroad
authority at the request of the authority to convey land within the development
area; authorizing the city of Minneapolis at the request of the authority to
vacate a portion of third avenue, convey certain land and issue liquor licenses;
prohibiting new or additional local sales taxes; repealing certain provisions
relating to a baseball park
