3E Modifying liquor regulations; modifying the University of Minnesota TCF bank
stadium on-sale liquor licensing conditions; modifying certain farm winery
license requirements; authorizing a farm winery to purchase and use bulk wine,
off-sales of wine by the bottle at wine festivals, a wine educator on-sale
license under certain conditions, exclusive liquor stores to sell clothing
marked with the name or logo of the liquor store and conduct classes for a fee
and allow tastings at the classes, exemption for out-of-state small craft
brewers alcohol license requirements, Moorhead to issue an on-sale license to
the Bluestem Center for the Arts, and the relocation of an existing off-sale
