E Relating to crimes; civil hearings relating to driving while impaired (DWI)
not to give rise to an estoppel on issues resulting from the same set of
circumstances in any criminal prosecution; removing habitual truancy from the
definition of juvenile petty offense under delinquency provisions and
eliminating the right to counsel at public expense under child in need of
protection or services cases based solely on habitual truancy, requiring court
appointment of a public defender or other counsel at public expense before the
ordering of out of home placement including foster care or inpatient treatment;
granting the juvenile court jurisdiction over persons found to have committed a
delinquent act or charged by juvenile petition; expanding the crime of child
endangerment to exposure to persons possessing certain chemical substances used
to manufacture controlled substances; prescribing penalties for persons escaping
from electronic monitoring; expanding the provision allowing evidence of similar
prior conduct in cases of domestic abuse (mk, ja)
