E Relating to natural resources; clarifying the prohibition on the operation of
a motorboat with a person riding on the deck; expanding the definitions of
department of natural resources division and director under the game and fish
law; clarifying the divisions responsible for certification of game refuge
boundary notice postings and for the designation of lakes and rivers with
unbalanced fish populations; exempting certain juvenile nonresidents from the
firearms safety certificate requirement under the provision authorizing certain
juveniles to obtain a small game license at the resident fee; prohibiting
persons under the influence of alcohol or controlled substance from possessing a
loaded or uncased firearm or an uncased bow afield, authorizing preliminary
screening test administration and the admission of test results as evidence in
prosecutions; authorizing the taking of unprotected birds; exempting resident
disabled veterans with a small game license from pheasant and waterfowl stamp
requirements and with an angling license from trout and salmon stamp
requirements; expanding the definition of party relating to ice fishing for
fishing party limits determination purposes; clarifying the definition of
aggravating factor for driving while impaired (DWI) determination purposes;
modifying the requirement for annual expenditure reports to the legislature by
the undercover operations unit of the enforcement division of the DNR, requiring
