2E Authorizing counties to use up to a certain amount of 2008 or 2009
allocations to fund accelerated payments for the purpose of converting to the
automated child care assistance program system; permitting increased child care
funds from the federal deficit reduction act of 2005 to be allocated for the
basic sliding fee child care program; modifying the funding priorities of the
basic sliding fee child care program to include families where one parent is a
veteran; modifying a certain provision relating to legal nonlicensed family
child care providers for child care assistance purposes; modifying training
requirements for child care providers; requiring certain in-service training,
early childhood development training and first aid training for child care
providers; modifying certain crib safety requirements for human services
licensing purposes; modifying the classification of certain data relating to
licensed family child care providers; modifying procedures by the commissioner
of human services for the permanent bar to set aside a disqualification of
license holders; providing an exception for notification of variance or set
aside upon certain background studies findings; "Runaway and Homeless Youth
Act"; requiring the commissioner of human services to develop a comprehensive
initiative for homeless youth, youth at risk of homelessness and runaways,
requiring the commissioner to provide funding to counties to contract with
organizations and public and private agencies; specifying street and community
outreach, drop-in programs, emergency shelters and supportive housing and
transitional living programs assistance requirements to help homeless youth and
youth at risk of homelessness; requiring the commissioners of human services,
public safety and education to jointly submit a report to the legislature
recommending the most efficient and effective allocation of agency
responsibility in assessing and investigating the maltreatment of minors;
requiring the commissioner of human services to approve a county-based
purchasing health plan proposal submitted on behalf of Cass, Crow Wing,
Morrison, Todd and Wadena counties, requiring the commissioner of human services
to consider and possibly approve contracting on a single-health plan basis with
county-based purchasing plans; requiring the commissioner of human services to
approve a pilot project in Ramsey county to help teen parents remain in school
and complete an education by providing child care assistance, providing for
program design and implementation
