3E Relating to commerce; making various technical, housekeeping and clarifying
changes; regulating commission-splitting, rebates, referral fee and fees;
defining market analysis; authorizing certain flexible benefit health plans;
modifying requirement and regulations relating to insurance notification,
information, issuance, filing, benefits coordination, high-deductible health
plan, Medicare supplemental policies, long-term care, insurance rebates,
insurance licensing policy, self-insurer, securities rescission, responsible
person, policy cancellation notification and the agricultural cooperative health
plan for farmers; modifying the catastrophe or emergency situations definition;
modifies the gross annual premium requirement for an application for workers'
compensation self-insurance; modifying real estate broker, salespersons and
closing agents regulations and the real estate appraiser advisory board;
modifying the university promise scholarship through the University of
Minnesota; establishing a scholarship funding program at the University of
Minnesota; exempting certain well contractors and limited well/boring
contractors from licensing, registration and bonding; exempting collection
agencies from licensing and registration under certain conditions and increasing
the collection agency surety bond requirement; modifying the status of liquor
sales at certain public places within the boundaries of the University of
Minnesota; requiring an insurance pooling adjustment for continuation of health
insurance premiums charged for disabled retired local government employees and
dependents; modifying requirements for the type of mailed notification to
secured creditors required for foreclosure of a mechanics lien on a motor
vehicle by lienholders; allowing Douglas county to issue a wine and intoxicating
liquor license to the Theatre L'Homme Deiu; instructing the commissioner of
commerce to consider the appropriateness in adopting the national association of
insurance commissioners 2005 coordination of benefits model regulation;
permitting the city of Sauk Rapids to issue a liquor license to the owner of a
certain arena located on the Benton county fairgrounds; repealing surcharge
disclosure to policyholders, compensation limitation on broker when transaction
not completed, disclosure requirements, licensing change of application
information and exemption, prohibitions on commission-splitting, rebates, fees,
closing agents, exemption from licensure and license procedure and requirements
