certain conditions; providing a summary of appropriations to certain departments
and agencies; appropriating money to the board of regents of the university of

building for the Labovitz school of business at the Duluth campus, a new
building at the Carlson school of management, a new medical biosciences building
and a new science classroom and student services facility at the Twin Cities
campus and for research and outreach centers at Cedar Creek natural history
center, Cloquet forestry center and West Central outreach center, to the board
of trustees of the Minnesota state colleges and universities for HEAPR and for
certain improvements at Winona, Moorhead, St. Cloud, Bemidji, Mankato,
Metropolitan and Southwest state universities, at the Century, Lake Superior,
Minneapolis, Northland and Mesabi Range community and technical colleges, at the

resources (DNR) to enter into an agreement with the Wabasha county regional rail
authority to maintain and develop the Great River Ridge trail as a state trial;
authorizing the commissioner of natural resources (DNR) to acquire and establish
an outdoor recreation area for off road vehicle use; prohibiting condemnation
proceedings to be used to acquire land for natural resource or wildlife
enhancements for Red River basin flood mitigation projects; establishing a
bioscience business development public infrastructure grant program; increasing
the bonding authority of the public facilities authority; extending the
availability of a certain prior appropriation for the development of a harbor of
refuge at Two Harbors; modifying a certain prior appropriation for flood hazard
