A bill for an act
relating to transportation; appropriating money for projects relating to plug-in
hybrid electric vehicles and neighborhood electric vehicles.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

APPROPRIATION.

new text begin (a) The terms in this section have the meanings given
in this subdivision.

new text begin (b) "Plug-in hybrid electric vehicle" or "PHEV" has the meaning given in Laws
2006, chapter 245.

new text begin (c) "Neighborhood electric vehicle" has the meaning given in Minnesota Statutes,
section 169.01, subdivision 91.

new text begin Notwithstanding Minnesota Statutes, section 116C.779,
$1,355,000 is appropriated from the renewable development account for fiscal year 2008
to the Plug-in Hybrid Electric Vehicle Task Force established under Laws 2006, chapter
245. The money must be used for the following purposes:

new text begin (1) $985,000 is for development, demonstration, and assessment of PHEV's and
neighborhood electric vehicles, including:
new text end

new text begin (i) development of measurement and analysis standards;
new text end

new text begin (ii) technology assessment and development of infrastructure for incorporation
into state-owned fleets;
new text end

new text begin (iii) design, development, installation, and testing of components to expand the
reliability and functionality of neighborhood electric vehicles; and
new text end

new text begin (iv) competitive grants for demonstration projects on PHEV's or other energy
efficient vehicle technologies; and
new text end

new text begin (2) $350,000 is for a study of PHEV commercialization and environmentally
sensitive manufacturing opportunities, including:

new text begin (i) assessment of market potential, identification of potential users, and identification
of vehicle functions;
new text end

new text begin (ii) identification of potential growth areas for alternative and renewable energy
technology and manufacturing;
new text end

new text begin (iii) feasibility study and market assessment of locating manufacturing or assembly
businesses at sites in Minnesota;
new text end

new text begin (iv) identification of barriers and incentives for businesses; and
new text end

new text begin (v) estimation of costs of converting existing manufacturing plants.
