  1.1                          A bill for an act 
  1.2             relating to agriculture; extending the program for 
  1.3             control of pseudorabies in swine; providing 
  1.4             reimbursement for veterinarians who purchased 
  1.5             pseudorabies vaccine after January 1, 1999; providing 
  1.6             financial management assistance to farmers; 
  1.7             appropriating money. 
  1.8   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.9      Section 1.  [APPROPRIATION; PSEUDORABIES CONTROL.] 
  1.10     (a) $1,500,000 is appropriated from the general fund to the 
  1.11  board of animal health for continued efforts to control 
  1.12  pseudorabies in swine.  This appropriation is to cover the cost 
  1.13  of blood tests, laboratory fees, and vaccines, and is available 
  1.14  until June 30, 2000. 
  1.15     (b) Using money appropriated in paragraph (a), the board 
  1.16  shall reimburse veterinarians for pseudorabies vaccine 
  1.17  administered to swine on premises located within a three-mile 
  1.18  radius of pseudorabies quarantined premises or in other areas 
  1.19  recommended by the district veterinarian that are necessary to 
  1.20  control the spread of pseudorabies. 
  1.21     (c) The board shall provide reimbursement for pseudorabies 
  1.22  vaccine to veterinarians who purchased the vaccine after January 
  1.23  1, 1999, for swine on premises eligible for the vaccine under 
  1.24  paragraph (b).  Reimbursement shall be computed by using the 
  1.25  number of doses purchased for eligible swine multiplied by 40 
  1.26  cents per dose.  An eligible veterinarian must apply to the 
  2.1   board for reimbursement by June 30, 1999. 
  2.2      (d) The board of animal health shall report to the senate 
  2.3   and house agriculture and rural development committees by 
  2.4   February 1, 2000, on the reasons for the spread of pseudorabies, 
  2.5   including the effect of size and type of swine operation on the 
  2.6   spread of the disease, and recommendations for controlling the 
  2.7   disease.  The report must also analyze the number and location 
  2.8   of swine operations eligible for vaccine under paragraph (b) 
  2.9   that fail to vaccinate their herds. 
  2.10     Sec. 2.  [APPROPRIATION; CENTER FOR FARM FINANCIAL 
  2.11  MANAGEMENT.] 
  2.12     (a) $645,000 is appropriated from the general fund to the 
  2.13  University of Minnesota for the center for farm financial 
  2.14  management to provide financial management assistance to 
  2.15  farmers, including assistance with: 
  2.16     (1) the preparation of financial records; 
  2.17     (2) cash flow planning using FINPACK and other sources; and 
  2.18     (3) loan document preparation and planning.  
  2.19  The center for farm financial management shall coordinate the 
  2.20  delivery of the financial management assistance through the 
  2.21  Minnesota state colleges and universities regional adult farm 
  2.22  management offices and provide the training and equipment 
  2.23  necessary to persons providing the assistance to farmers. 
  2.24     (b) The center for farm financial management may transfer 
  2.25  money appropriated in this section to the board of trustees of 
  2.26  the Minnesota state colleges and universities to pay for the 
  2.27  costs of coordination through the use of the regional offices 
  2.28  and other costs of providing financial management assistance to 
  2.29  farmers. 
  2.30     (c) This appropriation is available until June 30, 2000. 
  2.31     Sec. 3.  [EFFECTIVE DATE.] 
  2.32     This act is effective the day following final enactment.
