  1.1                          A bill for an act
  1.2             relating to education; holding Minneapolis school 
  1.3             board elections at the same time as state elections; 
  1.4             amending Minnesota Statutes 1996, section 128D.08, 
  1.5             subdivision 1; repealing Minnesota Statutes 1996, 
  1.6             section 128D.08, subdivision 2. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  Minnesota Statutes 1996, section 128D.08, 
  1.9   subdivision 1, is amended to read: 
  1.10     Subdivision 1.  [SAME AS CITY.] All primary and general 
  1.11  school elections of the school district shall be held at the 
  1.12  same time and place as the Minneapolis municipal state primary 
  1.13  and general elections.  All candidates for school director shall 
  1.14  file for office in the manner provided for municipal officers in 
  1.15  the city of Minneapolis and a number of candidates equal to 
  1.16  twice the number of board vacancies shall be nominated at the 
  1.17  school primary election.  
  1.18     Sec. 2.  [REPEALER.] 
  1.19     Minnesota Statutes 1996, section 128D.08, subdivision 2, is 
  1.20  repealed. 
  1.21     Sec. 3.  [EFFECTIVE DATE.] 
  1.22     Sections 1 and 2 are effective the day following final 
  1.23  enactment. 
  1.24     The Minneapolis school board may, by resolution, include a 
  1.25  plan for an orderly transition to even-year elections.  The plan 
  1.26  may provide for the following: 
  2.1      (1) the staggering of board members' terms; and 
  2.2      (2) a transition schedule in which the terms of the offices 
  2.3   may be shortened or lengthened to make the transition to an 
  2.4   even-year schedule.
