A bill for an act
relating to state government; reestablishing an independent state planning office;
appropriating money; amending Minnesota Statutes 2006, section 4A.01.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
Section 1.
Minnesota Statutes 2006, section 4A.01, is amended to read:
4A.01 OFFICE OF STRATEGIC AND LONG-RANGE PLANNING.
The Office of Strategic and Long-Range Planning is creatednew text begin as an independent
agency in the executive branchnew text end , with a director appointed by the governor.new text begin Duties assigned
to the office by law must not be transferred to another executive agency under section
16B.37 or by any other means.

The Office of Strategic and Long-Range Planning must develop an integrated
long-range plan for the state. The office must coordinate activities among all levels of
government and must stimulate public interest and participation in the future of the state.
The office must act in coordination with the commissioner of finance, affected state
agencies, and the legislature in the planning and financing of major public programs.

Department of Administration reorganization order No. 188 is void. Duties
transferred by that reorganization order from the Office of Strategic and Long-Range
Planning to the Department of Administration are transferred back to the Office of
Strategic and Long-Range Planning. However, duties relating to municipal boundary
adjustment, which were transferred to the Office of Administrative Hearings by
reorganization order No. 192, remain in the Office of Administrative Hearings.

$....... for the fiscal year ending June 30, 2008, and $....... for the fiscal year ending
June 30, 2009, is appropriated to the director of the Office of Strategic and Long-Range
Planning from the general fund for operations of the office.
