A bill for an act
relating to consumer protection; requiring child protective devices in shopping
carts; proposing coding for new law in Minnesota Statutes, chapter 325E.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

new text begin For purposes of this section, the following terms have
the meanings given them:

new text begin (1) "child protective device" means a strap, device, or piece of equipment designed,
using reasonable engineering standards, to prevent a child from falling out of a shipping
cart; and

new text begin (2) "seller" means a person who regularly sells goods at retail.

new text begin A seller that makes shopping carts available for use by its
customers shall make available shopping carts equipped with a child protective device that
is adjustable and maintained in working condition so as to secure a child of average size
ranging in age from six months to four years.
