A bill for an act
relating to education; requiring students in grades 1 through 4 to attend language
immersion summer school; appropriating money; proposing coding for new law
in Minnesota Statutes, chapter 120B.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

new text begin [120B.122] LANGUAGE IMMERSION SUMMER SCHOOL.

new text begin (a) Recognizing that young children can readily learn a second language, each
public school student in grades 1 through 4 must attend a minimum of six weeks of
half-day language immersion summer school, consistent with a school district's locally
developed world languages standards. Districts are encouraged to implement a language
immersion curriculum that:

new text begin (1) develops students' proficiency in the foreign language;
new text end

new text begin (2) develops students' positive attitudes toward those who speak that language and
toward that culture;
new text end

new text begin (3) develops students' language skills appropriate to their age and ability; and
new text end

new text begin (4) allows students to gain skills and knowledge in related content areas.

new text begin When providing a language immersion summer school, districts must: ensure that
administrative support, qualified teachers who are fluent in the oral and written forms of
the language and have a knowledge of the culture, appropriate foreign language materials,
teacher preparation time, and ongoing staff development training are available; and foster
parent and community support for the program.

new text begin (b) Consistent with section 120B.021, subdivision 1, school districts must facilitate
students' continued growth in the foreign language throughout the school year and in later
grades through an integrated curriculum and enrichment activities.

new text begin This section is effective for the 2008-2009 school year and
later.

Sec. 2. new text begin APPROPRIATION.

new text begin $...... is appropriated in fiscal year 2008 from the general fund to the commissioner
of education for the purposes of enabling school districts to implement Minnesota
Statutes, section 120B.122. Any unexpended funds in fiscal year 2008 do not cancel and
are available in fiscal year 2009.
