relating to education; establishing a grant for the St. Paul neighborhood
circulators; appropriating money.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin ST. PAUL NEIGHBORHOOD CIRCULATORS GRANT.

new text begin Grant. new text end

new text begin St. Paul shall provide free, accessible neighborhood
transportation that promotes youth community engagement by connecting youth to
enriching, learning, and development experiences after school and on Saturdays. The
circulator shall link learning sites such as libraries, parks, recreational centers, and other
local organizations during nonschool hours.

new text begin Project Goals. new text end

new text begin The St. Paul neighborhood circulators shall:

new text begin (1) increase children's opportunities for learning and development in
neighborhood-based activities after school and on Saturdays;
new text end

new text begin (2) strengthen the neighborhood as a place for children's learning and development;
new text end

new text begin (3) promote the development and education of children;
new text end

new text begin (4) reduce truancy;
new text end

new text begin (5) foster cooperation and coordination among public and private youth service
providers; and
new text end

new text begin (6) improve the visibility of the neighborhood network of youth programs.

new text begin The grant holders shall report to the legislative committees
having jurisdiction over the early education and kindergarten through grade 12 education
programs on how the St. Paul neighborhood circulators achieved the project goals of
improving educational outcomes for children in the city.
