A bill for an act
relating to environment; appropriating money to study air quality in residential
neighborhoods exposed to air pollution from takeoffs and landings at
Minneapolis-St. Paul International Airport; appropriating money.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

INTERNATIONAL AIRPORT FLIGHT PATH.

new text begin Study scope. new text end

new text begin The commissioner of the Pollution Control Agency
shall conduct air sampling and analysis in at least two residential neighborhoods in
metropolitan counties, as defined in Minnesota Statutes, section 473.121, subdivision 4,
that are most heavily exposed to air pollution from airplanes taking off from and landing
at Minneapolis-St. Paul International Airport. As part of the study, the agency must install
air quality monitors at four or more sites, both upwind and downwind of the airport. The
agency must ensure that samples are collected and analyzed for air pollutants emitted from
airplanes, including jet fuel combustion products and deicing chemicals, including, but
not limited to, particulate matter less than 2.5 microns in width, nitrogen oxides, sulfur
dioxide, volatile organic compounds, polyaromatic hydrocarbons, aldehydes, alkanes,
benzene, 1,3-butadiene, ethylene glycol, and propylene glycol. Wipe samples must be
taken from residential locations in the study neighborhoods.

perform any of the tasks listed in subdivision 1.

new text begin The commissioner must submit a report on the study's findings
to the chairs of the house and senate committees with primary jurisdiction over energy
and transportation policy no later than February 1, 2008.

new text begin $250,000 is appropriated from the general fund to the commissioner of the Pollution
Control Agency for the purpose of conducting the study described in section 1.
