new text begin This act creates a State Amusement Ride, choosing the Tilt-A-Whirl. The
Tilt-A-Whirl was invented in Faribault, Minnesota, by Herbert Sellner, and is
manufactured by Sellner Manufacturing Company. In his patent, Herbert Sellner noted
that the object of the Tilt-A-Whirl is to "provide amusement apparatus wherein the riders
will be moved in general through an orbit and will unexpectedly swing, snap from side
to side or rotate without in any way being able to figure what movement may next take
place in the car." The Tilt-A-Whirl is a platform-type ride consisting of seven freely
spinning cars holding up to four riders apiece. The first Tilt-A-Whirl was built in 1926 in
Faribault, Minnesota, and in 1927 the ride first appeared at the Minnesota State Fair. Over
1,000 Tilt-A-Whirl rides have been built.
