VIRUS VACCINE STUDY.

new text begin (a) The commissioner of health shall implement the following recommendations
from the cervical cancer prevention plan that was submitted to the legislature in January
2006:

new text begin (1) conduct research to identify women who have not been screened;
new text end

new text begin (2) conduct research among identified women to better understand reasons for
failure to be screened and to develop effective interventions;
new text end

new text begin (3) design and implement targeted media campaigns;
new text end

new text begin (4) implement intensive outreach in immigrant and refugee populations;
new text end

new text begin (5) make translation services more widely available;
new text end

new text begin (6) improve information provided to older patients and joint decision making
between providers and older patients; and
new text end

new text begin (7) conduct a follow-back study of Minnesota women diagnosed with cervical
cancer.

new text begin (b) The commissioner shall continue the study required under Laws 2005, First
Special Session chapter 4, article 6, section 52, if appropriate, and shall conduct a study, in
collaboration with the Minnesota Immunization Practices Advisory Committee, on the
human papilloma virus vaccine, including, but not limited to, the following:

new text begin (1) the risks and benefits of the human papilloma virus vaccine;
new text end

new text begin (2) the availability and effectiveness of the vaccine;
new text end

new text begin (3) the extent to which health plan companies cover the cost of this vaccination; and
new text end

new text begin (4) ways to cover the cost of vaccination for persons without coverage.

new text begin (c) The commissioner shall submit a report to the legislature by February 1, 2008,
reporting on the implementation described in paragraph (a), the findings of the studies
described in paragraph (b), and recommendations as to whether the human papilloma virus
vaccine should be made mandatory statewide.

Sec. 2. new text begin HUMAN PAPILLOMA VIRUS MATERIALS.

new text begin (a) The commissioner of health shall develop education materials in consultation
with the Minnesota Immunization Practices Advisory Committee that contain information
regarding the risks associated with the human papilloma virus and cervical cancer and the
availability, effectiveness, and potential risks of the human papilloma virus vaccine.

new text begin (b) Once the materials are available, the commissioner shall notify each school in
this state of the availability of the materials described in this section and shall make those
materials available on the department's Web site.
