4E Establishing a state policy for stem cell research; authorizing the
university of Minnesota to spend state appropriated funds on stem cell research;
permitting research involving the derivation and use of human embryonic stem
cells; specifying that the embryos created for reproduction purposes that are in
excess of clinical need and voluntarily donated for research shall be reviewed
by an embryonic stem cell research oversight committee; requiring physicians,
surgeons or other health care providers treating patients for infertility to
provide patients with information to allow patients to make informed and
voluntary choices relating to the disposition of human embryos remaining
following fertility treatment, specifying options; prohibiting the sale of fetal
tissue for research purposes, penalty; prohibiting the practice of cloning of
human beings, penalty
