ARTICLE 1 - DOG AND CAT BREEDERS ACT

"Dog and Cat Breeders Act"; providing
standards of care for dog and cat breeders; defining certain terms; specifying
certain board of animal health licensing and inspection requirements; specifying
standards of care; specifying breeder transportation requirements; authorizing
local governments to enact more stringent regulations governing licensed
facilities; providing for investigations by local animal control authorities,
peace officers, and humane agents; providing for seizures and dispositions of
animals for violations; providing for civil enforcement and penalties; providing
for fees and penalties collected by the board to be deposited in a special
account and appropriated to the board
