Relating to adoption records; reclassifying original birth records of adopted
persons; requiring supervising agencies doing adoptive placements after a
certain date to obtain affidavits from birth parents certifying certain
information disclosure to birth parents and options, specifying disclosure
content requirements; requiring the commissioner of health to disclose to
certain adults adopted before a certain date birth records information under
condition of no unrevoked affidavit of nondisclosure, allowing adopted persons
to request commissioner of human services assistance for contacting birth
parents, specifying contact evidence requirements, requiring birth records
release under certain conditions; requiring the commissioner of health to
release birth records after a certain date to adult adopted persons
