5E Relating to housing; creating the Minnesota manufactured home relocation
trust fund; requiring displaced residents to be informed of eligibility for
payments from the trust fund; requiring manufactured home park owners to pay the
commissioner of finance for deposit in the trust fund for the purpose of
relocating displaced residents, specifying payment criteria and resident
eligibility for payment provisions; specifying application procedures; requiring
an annual report to the legislature by a certain date on the manufactured home
relocation trust fund; providing for payment adjustments for smaller home parks;
providing for the preemption of certain local ordinances; providing for the
housing finance agency (HFA) to advance funds to the trust fund under certain
conditions
