sales and use tax and to dedicate the receipts for natural resource purposes
including the protection and restoration of lakes, rivers, streams and wetlands
and to protect, preserve and restore fish and wildlife habitat, parks, trails
and natural areas; creating a clean water and great outdoors fund; authorizing
the issuance of state bonds; creating a great outdoors council, specifying
