"Free Speech for Faculty and Students Bill of Rights"; requiring the board of
trustees of the Minnesota state colleges and universities (MnSCU) and requesting
the university of Minnesota to adopt policies recognizing certain rights
relating student access to a plurality of serious scholarly methodologies and
perspectives, the basis of grades, freedom of speech, expression, assembly or
conscience, the distribution of student fee funds, certain faculty freedoms and
organizational neutrality; requiring or requesting the adoption of grievance
procedures for redress purposes and notice of the rights and the grievance
procedures to students and faculty
