Bill Name: SF2013

Providing a process for the location, construction, financing and long term use
of a new baseball stadium for use by the Minnesota Twins; requiring location in
the metropolitan area and authorizing a joint powers agreement between a city
and county to host the stadium; establishing the Minnesota stadium authority to
choose the stadium site from proposals submitted by the franchise owner and
proposed host community, authorizing certain contracts, specifying certain
membership requirements and providing for appointment; enumerating the powers of
the authority, authorizing the establishment of a condominium or common interest
community (CIC); specifying certain criteria and conditions to be followed or
enforced during the stadium process, requiring development agreements with the
host community and the team relating to funding and construction, requiring
review of the contracts by the commissioner of finance and the metropolitan
council and public hearings; requiring the authority to set a maximum total
public investment toward project costs and the amount of anticipated
contributions from the team, requiring the team to assume and pay cost overruns;
specifying certain factors to be considered in selecting the site; requiring the
construction to follow sustainable building guidelines; requiring a reserve fund
for capital improvements and guaranteed payment of obligations; requiring
authority negotiation of a long term use stadium agreement with the team and a
league agreement for guaranteed continuation of franchises in the metropolitan
area, requiring and providing for a community ownership option, requiring the
formation of a corporation to acquire the franchise and regulating the sale of
stock and providing for public share of the value; requiring stadium use
agreements to provide for use for amateur sports and for affordable access and
to prevent strikes halting, delaying or impeding construction; authorizing and
providing for metropolitan council issuance of bonds for certain purposes,
limit, requiring certain council determinations before beginning construction;
specifying certain powers of the host community and certain negotiation
deadlines; repealing certain existing provisions providing for construction of a
new baseball park
