A bill for an act
relating to natural resources; restricting four by four truck trail development;
proposing coding for new law in Minnesota Statutes, chapter 84.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

(a) Notwithstanding any provision of sections 84.797 to 84.805 or other law to
the contrary, the commissioner shall not permit the use of land administered by the
commissioner to be developed for four by four truck trails except:

(1) upon approval by the legislature; or

(2) in designated off-road vehicle use areas.

(b) For purposes of this section, "four by four truck" means a four-wheeled motor
vehicle that was manufactured to operate primarily upon public roads and highways
and that is subsequently modified with special tires, suspension, or other equipment for
cross-country travel on natural terrain.

This section is effective the day following final enactment.
