  1.2             relating to public administration; making deficiency 
  1.3             appropriations for state government operations; 
  1.4             appropriating money. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6   Section 1.  [APPROPRIATIONS.] 
  1.7      The sums in this act are appropriated from the general fund 
  1.8   or other named fund to the agencies for the purposes specified 
  1.9   in this act for fiscal year 1999.  The appropriations in this 
  1.10  act are one time only.

  2.5   $3,500,000 is added to the 
  2.6   appropriations in Laws 1997, First 
  2.7   Special Session chapter 4, article 10, 
  2.8   section 3, subdivision 2, as amended by 
  2.9   Laws 1998, chapter 398, article 8, 
  2.10  section 1, for costs associated with 
  2.11  educational litigation and may be used 
  2.12  only for those purposes.  Any 
  2.13  unencumbered balance remaining at the 
  2.14  end of fiscal year 1999 does not cancel 
  2.15  but is available for fiscal year 2000. 
  2.16  Sec. 3.  HUMAN SERVICES DEPARTMENT                   11,647,000
  2.17  $11,647,000 from the health care access 
  2.18  fund is added to the appropriations in 
  2.19  Laws 1997, chapter 225, article 7, 
  2.20  section 2, subdivision 1, as amended by 
  2.21  Laws 1998, chapter 407, article 1, 
  2.22  section 2, subdivision 3, paragraph 
  2.23  (a), for anticipated medical costs of 
  2.24  the MinnesotaCare program. 
  2.25  Sec. 4.  ZOOLOGICAL BOARD                               600,000
  2.26  $600,000 is added to the appropriations 
  2.27  in Laws 1997, chapter 216, section 4, 
  2.28  subdivision 1, for zoo operations.  
  2.29  Notwithstanding Laws 1994, chapter 643, 
  2.30  section 27, subdivision 2, as amended 
  2.31  by Laws 1996, chapter 463, section 54, 
  2.32  the zoological board may institute an 
  2.33  admission fee increase before April 1, 
  2.34  2000. 
  2.35  Sec. 5.  ECONOMIC SECURITY DEPARTMENT                   370,000 
  2.36  (a) $370,000 is added to the 
  2.37  appropriations in Laws 1997, chapter 
  2.38  200, article 1, section 5, subdivision 
  2.39  3, for vocational rehabilitation and 
  2.40  independent living services to blind 
  2.41  Minnesotans. 
  2.42  (b) The commissioner of finance and the 
  2.43  commissioner of economic security are 
  2.44  directed to review the operation of the 
  2.45  state services for the blind to 
  2.46  determine why a deficiency occurred and 
  2.47  what steps should be taken to prevent a 
  2.48  deficiency in the future.  The 
  2.49  commissioners are to report on this 
  2.50  issue to the legislature by January 15, 
  2.51  2000. 
  2.52  Sec. 6.  CAMPAIGN FINANCE AND 
  2.53  PUBLIC DISCLOSURE BOARD                                  15,000
  2.54  $15,000 is added to the appropriations 
  2.55  in Laws 1997, chapter 202, article 1, 
  2.56  section 8, for court-ordered payments. 
  2.57  Sec. 7.  PUBLIC SAFETY DEPARTMENT                       829,000 
  3.1   (a) Of the appropriation in this 
  3.2   section, $200,000 is added to the 
  3.3   appropriation in Laws 1997, chapter 
  3.4   159, article 1, section 4, subdivision 
  3.5   3, for additional costs for executive 
  3.6   protection. 
  3.7   (b) Of the appropriation in this 
  3.8   section, $629,000 from the highway 
  3.9   users tax distribution fund is added to 
  3.10  the appropriations in Laws 1997, 
  3.11  chapter 159, article 1, section 4, 
  3.12  subdivision 4, for additional costs 
  3.13  related to the production of motor 
  3.14  vehicle license plates. 
  3.15  Sec. 8.  SECRETARY OF STATE                             225,000 
  3.16  (a) $225,000 is added to the 
  3.17  appropriations in Laws 1997, chapter 
  3.18  202, article 1, section 7, for 
  3.19  modification of business systems to 
  3.20  address the year 2000 changes.  The 
  3.21  secretary of state must appoint a 
  3.22  project manager to oversee the 
  3.23  modifications of its business systems.  
  3.24  A project work plan and schedule must 
  3.25  be provided monthly to the year 2000 
  3.26  project office in the department of 
  3.27  administration.  The secretary of state 
  3.28  must develop contingency plans, 
  3.29  including plans for funding and staff, 
  3.30  to be implemented if the year 2000 
  3.31  modification project does not meet the 
  3.32  project schedule agreed to with the 
  3.33  department of administration. 
  3.34  (b) In addition to the appropriation 
  3.35  under this section, the department of 
  3.36  administration must provide $750,000 of 
  3.37  the unexpended balance of the 
  3.38  appropriations in Laws 1997, chapter 
  3.39  202, article 1, section 12, subdivision 
  3.40  7, and Laws 1998, chapter 366, article 
  3.41  1, section 6, to the office of the 
  3.42  secretary of state for modification of 
  3.43  business systems to address the year 
  3.44  2000 changes according to paragraph (a).
  3.45  Sec. 9.  [EFFECTIVE DATE.] 
  3.46     This act is effective the day after its final enactment.
