     16A.1523 Local government aid reform account. 


    Subdivision 1.    Account established.  A local 
 government aid reform account is established in the general 
 fund.  Amounts in this account are available for and may only be 
 spent in conjunction with reforming local government aids under 
 chapter 477A.  The reforms may include, but are not limited to: 


    (1) changes to the local government aid distribution 
 formula; and 


    (2) supplemental aids to address local government aid 
 disparity problems. 


    The balance in the account does not cancel and remains in 
 the account until appropriated for local government aid reform. 


    Subd. 2.    Appropriation.  Beginning in fiscal year 
 2003, and in each fiscal year thereafter, $14,000,000 is 
 appropriated from the general fund to the local government aid 
 reform account established in subdivision 1.  In fiscal year 
 2004, and each year thereafter, until the balance of the account 
 is appropriated by the legislature to local government aid 
 reform, an amount equal to the balance at the end of the fiscal 
 year times 2.5 percent is also appropriated from the general 
 fund to the account.
